ENIM Work Programme
In accordance with Article 58(11) - consultation on the ENIM Work Programme - and Article 57(2) - requirement to establish consultation guidelines - of Regulation (EU) No 2026/1184 of the European Parliament and of the Council of 20 May 2026 on the use of railway infrastructure capacity in the single European railway area, amending Directive 2012/34/EU and repealing Regulation (EU) No 913/2010 (hereafter Capacity Regulation), ENIM conducts consultations for its Work Programme.
The ENIM Work Programme provides the framework for ENIM’s activities and priorities over a defined period. It translates ENIM’s responsibilities under the Capacity Regulation into a structured programme of work, setting out the main activities to be undertaken, their priorities and, where relevant, their expected outcomes. It therefore serves as an important tool for ensuring that ENIM’s work is coordinated, transparent and responsive to the evolving needs of the European rail network.
The consultation of the ENIM Work Programme provides stakeholders with an opportunity to contribute to the identification and prioritisation of ENIM’s activities. Its objective is to ensure that the Work Programme reflects relevant operational experience, stakeholder perspectives and practical challenges, and that potential issues or areas requiring further attention can be identified at an early stage. The consultation also supports transparency around ENIM’s planned activities and provides stakeholders with a clear understanding of ENIM’s priorities and intended areas of work.
Who is consulted?
The consultation on the ENIM Work Programme covers a broad range of operational, sectoral and institutional stakeholders, including:
- the European Railway Platform (ERP), once established;
- applicants and other operational stakeholders;
- the European Commission;
- the European Union Agency for Railways (ERA); and
- Europe’s Rail Joint Undertaking.
Other stakeholders may also be consulted where appropriate, depending on the content and potential impact of the Work Programme.
How to participate in the consultation?
Stakeholders are invited to submit their feedback through a structured template, allowing for input reflecting the content of specific chapters of the ENIM Work Programme. General comments may also be provided in the same template.

Next steps
ENIM will analyse the feedback received and take it into account when revising and finalising the Work Programme. Feedback will also be published on the ENIM website within a reasonable timeframe, subject to applicable confidentiality, data protection and other legal requirements. Stakeholders may request that their contributions be anonymised.
Following adoption by the ENIM Plenary, the final ENIM Work Programme will be published on the ENIM website.
Guiding principles
The consultation process is based on principles of inclusivity, transparency, non-discrimination, accountability and proportionality. These principles aim to provide stakeholders with a clear, predictable and transparent framework for contributing to the development of the ENIM Work Programme.
