In accordance with Regulation (EU) 2026/1184, ENIM consults operational and institutional stakeholders on key documents, namely:

• the European Framework for Capacity Management;
• the European Framework for the coordination of cross-border traffic management, disruption management and crisis management;
• the European Framework for Performance Review;
• the ENIM Work Programme;
• ENIM opinions or recommendations, not related to European frameworks, likely to have a substantial impact on applicants, other operational stakeholders or interested parties;
• Consultation guidelines,

and other European and cross-border initiatives.

Through consultation activities, ENIM ensures a regular dialogue with sector stakeholders on key issues, promoting transparent and participated processes for the development of European railway sector.
