Following its first plenary meeting on 23 September 2026, the European Network of Infrastructure Managers (ENIM) has opened consultations on two key documents: its draft Work Programme for 2027–2031 and its draft Consultation Guidelines.

Operational stakeholders and relevant European institutions and bodies are invited to review the documents and provide feedback. Both consultations will remain open for four weeks.

The consultations are among ENIM’s first activities following its establishment in its new configuration at InnoTrans 2026 in Berlin. They provide stakeholders with an opportunity to contribute their operational experience and perspectives to ENIM’s proposed priorities and approach to future consultation.

Draft ENIM Work Programme 2027–2031

The draft Work Programme sets out ENIM’s priorities and planned activities for 2027 and 2028, together with an outlook to 2031.

It covers key areas of European and cross-border cooperation between Infrastructure Managers (IMs), including:

• capacity and traffic management;
• digitalisation;
• performance review; and
• stakeholder engagement.

The Work Programme is intended to provide transparency and predictability regarding ENIM’s planned activities and support effective coordination between IMs.

Through the consultation, operational stakeholders and relevant European institutions and bodies can contribute their experience, perspectives and operational needs. The feedback received will inform the further development of ENIM’s priorities and activities before the Work Programme is finalised.

A common approach to stakeholder consultation

ENIM has also opened a consultation on its draft Consultation Guidelines.

The Guidelines establish a common approach to stakeholder consultation on European railway matters. They address:

• the stakeholders involved in different consultations;
• the principles underpinning the consultation process;
• the submission and assessment of contributions; and
• the documentation and publication of feedback.

The proposed approach is based on principles including inclusivity, transparency, non-discrimination, accountability and proportionality. Its purpose is to give stakeholders clear and predictable opportunities to contribute to ENIM’s work and to ensure that their feedback is appropriately considered.

The Guidelines also support a more structured approach to stakeholder dialogue. In addition to meeting the consultation requirements of Regulation (EU) 2026/1184, they recognise the value of regular interaction and constructive cooperation with operational stakeholders.
