ENIM Members

Conditions for becoming a member

ENIM is composed of the Infrastructure Managers (IMs) responsible for lines forming part of the core and extended core TEN-T network in EU Member States, in accordance with Article 58 of Regulation (EU) 2026/1184.

In addition, IMs from EFTA States and Southeast European Parties to the Transport Community Treaty are entitled to become ENIM members, provided that the conditions set out in Article 58(5) of the Regulation are fulfilled and confirmed by the European Commission. Allocation bodies and charging bodies entrusted with the performance of essential functions as defined in Article 3(2f) of Directive 2012/34/EU are also entitled to take part in ENIM.

The European Commission is a non-voting member of ENIM.

Observers

Observers may include key actors involved in the coordination of rail infrastructure management, as well as organisations with responsibilities for infrastructure forming part of the core and extended core TEN-T network and eligible IMs beyond the European Union. Observers may participate in ENIM’s discussions without voting rights.
