History of ENIM

Directive 2012/34 requires Member States to ensure that their main infrastructure managers (IMs) participate and cooperate in a network to help develop efficient rail services within the EU and support the implementation of the Single European Railway Area.

The Platform of Rail Infrastructure Managers in Europe (PRIME) was established by DG MOVE and IMs in 2013 with the goal of achieving the objectives of the SERA Directive, which include:

• developing of EU rail infrastructure;
• improving cooperation among IMs across borders;
  • monitoring and benchmarking performance;
  • exchanging best practices.

PRIME organised its technical work through dedicated subgroups to address specific areas of common interest:

• Digital solutions subgroup - Coordinates work on European digital solutions for cross-border capacity management, traffic management and infrastructure data, with the aim of improving interoperability, efficiency and service quality across the rail network
• Charges subgroup - Facilitates cooperation and the exchange of best practices on infrastructure charging systems to support compliance with EU legislation, efficient network use and the competitiveness of international rail services
• KPIs and benchmarking subgroup - develops common performance indicators and benchmarking methodologies to support performance improvement and mutual learning among infrastructure managers.

Following the adoption of Regulation 2026/1184, the IMs participating in PRIME transformed the platform into ENIM as defined in the Regulation and adopted its Rules of Procedures at the plenary meeting held in Berlin on 23 September 2026.
