Following the publication of Regulation 2026/1184 on the use of railway infrastructure capacity, the European Network of Infrastructure Managers (ENIM) was formally established on 23 September 2026 during InnoTrans 2026.

ENIM brings together European railway infrastructure managers (IMs) and allocation bodies to coordinate the planning, management, and optimal use of rail infrastructure capacity, enabling reliable cross-border rail services and the effective implementation of the Regulation. It will develop common European frameworks and digital solutions, support coordination among IMs, and engage with stakeholders and regulatory bodies on capacity management, cross-border traffic, disruption and crisis management, performance review, and digitalisation.
