Putting the Capacity Regulation into action, the European Network of Infrastructure Managers (ENIM) will be established in its new configuration at its first plenary meeting on 23 September 2026. The meeting will take place in Berlin during the international exhibition InnoTrans 2026.

Following the Berlin meeting, sector stakeholders will be invited to provide feedback on two key documents:

• The draft ENIM Work Programme, setting out ENIM’s priorities and planned activities for the coming years
• The draft Consultation Guidelines, establishing a common approach to stakeholder engagement on European and cross-border matters.

The consultations are expected to be launched immediately after the meeting.

Setting ENIM’s priorities for 2027-2031

The ENIM Work Programme outlines ENIM’s priorities for the period 2027–2028 under Regulation (EU) 2026/1184 and provides an outlook until 2031. It covers key areas of European and cross-border cooperation between Infrastructure Managers (IMs), including capacity and traffic management, digitalisation, performance review and stakeholder engagement.

The Work Programme aims to provide stakeholders with greater transparency on ENIM’s planned activities, clarify responsibilities and offer predictability regarding the implementation of the new regulatory framework.

Establishing a common approach for stakeholder consultation

The Consultation Guidelines will set out a common approach to the appropriate and regular involvement of interested parties in European and cross-border matters. The guidelines introduce a new, more structured approach to stakeholder consultation for the European rail sector, bringing together common principles and procedures for consultations conducted by ENIM, the Network Coordinator and infrastructure managers. They aim to strengthen dialogue and ensure consultations are transparent, inclusive, fair and efficient, giving stakeholders meaningful opportunities to provide input while ensuring feedback is properly considered.

Contributing to ENIM’s first consultation

Stakeholders will be invited to provide feedback on both the draft Work Programme and the draft guidelines for future consultation activities. Together, the two documents will establish what ENIM plans to work on and how stakeholders will be involved in that work.
